It is very important these days to have a targeted resume as every portal has a huge database of resumes & profiles available. This results in HR spending infinitesimal time (less than Six Seconds) in screening resume/profile at first stage which ultimately limits sourcing of right / best profile for the job. In second stage the HR must be able to correlate your profile (Resume) to Job Description they are hiring for.
To overcome this, one must keep/use different resume based on the skill set demanded in job description. HR use the keywords from job descriptions to search for the candidates on portals, so if your resume has all/most of the keywords in your resume, it will be available on first few pages for HR to select them.
